WCHS C.A.R.E. Plan

Dear WCHS Students, Staff, and Families,

We hope you had a restful mid-winter break. Our thoughts are with the community as we continue to heal from the incident that took place outside of school on February 8. It is our understanding that our two students and one staff member injured in those events are now stable and recovering. 

WCHS opted to transition to remote learning on February 9, 10, and 13-17 in order to immediately protect our community as we gained more information. During the last two weeks we have investigated, gathered more information, met with the NYPD and elected officials, checked in with the well-being of our community, and developed a plan to make our community feel safer moving forward. Immediately following the incident, we met with Captain Hariton Marachilian of the 90th precinct,Congresswoman Nydia Velásquez, Councilwoman Jennifer Gutiérrez, Borough President Antonio Reynoso, Senator Julia Salazar, Assemblywoman Maritza Davila, a representative from Mayor Adam’s office, and community organizations, including the New York Peace Institute and New Yorkers Against Gun Violence, to debrief and collaborate on next steps. While remote, students met with advisors and teachers to process the events that took place and received counseling from our school counselors and social workers. Staff also received support from outside crisis counselors. 

Next week we will be staggering our return to the building by grade level. Students will follow a Wednesday schedule every day and workshops will be held for students each day during advisory.

As we reopen, WCHS will be implementing the following CARE Plan: Community, Action, Recovery, and Enforcement and Safety. 

Community: WCHS is committed to furthering our presence in the community through continued conversations with legislators, police, local businesses and organizations, and a variety of community organizations. We are also working on streamlining internal communication so that members of the WCHS community have information faster and more efficiently. The police and local officials have also committed to providing us information that will help us make decisions to keep our school community safe.

Action: WCHS is reviewing and revamping our internal processes regarding enrollment, transfer, discipline and safety to ensure that we are serving students who share our values of a safe learning community. In addition, over the coming days, WCHS will be forming a community coalition with neighboring schools, businesses, organizations, and houses of worship to speak out against the plague of gun violence in our city. WCHS is in constant communication with the police, is working to obtain more resources for the school, and is conducting internal policy reviews to address additional areas of need. We are also considering whether legislative changes can be made at the state level to help all schools keep their communities safe.

Recovery: We understand that emotional recovery will take time. In the coming week, staff will be receiving support and training from the New York Peace Institute. Social workers and counselors will continue to be available for all members of our community, and students will have the opportunity to have critical conversations in their advisory classes. In addition, we are hoping to have other outside organizations come in to speak with and support our staff, students and families.

Enforcement and Safety: We will be staggering the return of students to our building so we can take time to speak openly and process our community grief together. Since opening in 2004, WCHS has prided itself on being a safe place for our students and staff, and an event like this is devastating for all of our constituents. While gun violence is bigger than us, we want our students, staff, and parents to feel safe coming through our doors, and, therefore, we are actively working to rebuild that trust through constant communication with the local precinct and community partners, revamping internal admissions, transfer, discipline and safety policies, and advocating for legislative changes at the state level. WCHS has a history of a robust safety approach with processes and procedures in place including a strong restorative justice disciplinary approach, a staff of 13 full-time safety officers, daily bag checks, building sweeps and a street-side police presence; we will be continuing our process and procedures and will be temporarily adding metal detectors upon our reopening. We are assessing whether metal detectors will be a long term fixture in our community. 

We are hopeful that the steps that we are taking under the CARE Plan give you peace of mind. We understand that you may have ongoing questions and concerns. Estimados Estudiantes, Personal, y Familias de WCHS,

Esperamos que hayan tenido un buen descanso durante las vacaciones de invierno. Nuestros pensamientos están con la comunidad mientras continuamos recuperándonos del incidente que tuvo lugar fuera de la escuela el 8 de febrero. Tenemos entendido que nuestros dos estudiantes y un miembro del personal heridos en esos eventos ahora están estables y recuperándose. 

WCHS optó por hacer la transición al aprendizaje remoto el 9, 10 y 13-17 de febrero para proteger de inmediato a nuestra comunidad a medida que obtuvimos más información. Durante las últimas dos semanas, investigamos, recopilamos más información, nos reunimos con la policía de Nueva York y los funcionarios electos, verificamos el bienestar de nuestra comunidad y desarrollamos un plan para que nuestra comunidad se sienta más segura en el futuro. Cumplimiento y Seguridad: Escalonaremos el regreso de los estudiantes a nuestro edificio para que podamos tomarnos el tiempo de hablar abiertamente y procesar juntos el dolor de nuestra comunidad. Desde su apertura en 2004, WCHS se enorgullece de ser un lugar seguro para nuestros estudiantes y personal, y un evento como este es devastador para todos nuestros constituyentes. Si bien la violencia armada es más grande que nosotros, queremos que nuestros estudiantes, el personal y los padres se sientan seguros al entrar por nuestras puertas y, por lo tanto, estamos trabajando activamente para reconstruir esa confianza a través de una comunicación constante con la comisaría local y los socios comunitarios, renovando internamente políticas de admisión, transferencia, disciplina y seguridad, y abogar por cambios legislativos a nivel estatal. WCHS tiene un historial de un sólido enfoque de seguridad con procesos y procedimientos implementados que incluyen un sólido enfoque disciplinario de justicia restaurativa, un personal de 13 oficiales de seguridad de tiempo completo, controles diarios de bolsos, barridos de edificios y presencia policial en la calle; continuaremos con estos procedimientos y agregaremos detectores de metales temporalmente en nuestra reapertura. Estamos evaluando si los detectores de metales serán un accesorio a largo plazo en nuestra comunidad.
